About the current Local Plan
The Local Plan 2006 to 2026 aims to achieve the following:
- To have the right facilities, housing, and infrastructure in the right places
- To support the local communities by addressing the needs and opportunities of an area
- To help to support the growth of the local economy and tourism
New homes in the borough
The Core Strategy determined that Hinckley and Bosworth would have to deliver 9000 homes between 2006 and 2026 (the plan period). Over each year, this is around 450 homes, distributed across the borough as detailed in our spatial strategy.
Which documents make up the Local Plan?
The Local Plan 2006 to 2026 is made up of a series of documents, with supporting maps where relevant, which help us to achieve the above, including the four key development plan documents.
Development plan documents (DPDs)
DPDs outline the council's policies for development within the borough. The DPDs carry the most weight for making decisions on planning applications.
A proposals map illustrating where the policies will apply will be produced and maintained to accompany all DPDs.
The following DPDs are included in the Local Plan 2006 to 2026 documents:
- Core Strategy DPD
- Site Allocations & Development Management Policies DPD
- Hinckley Town Centre Area Action Plan (AAP) DPD
- Earl Shilton & Barwell AAP DPD
Supplementary Planning Documents (SPDs)
Supplementary planning documents (SPDs) are documents supporting the policies in the Local Plan. They cannot introduce new planning policies into the development plan but they do build upon and provide more detailed advice or guidance on policies in an adopted local plan, and are a material consideration in decision-making:
- The Land South of Station Road, Market Bosworth Masterplan Supplementary Planning Document (SPD)
- The Good Design Guide Supplementary Planning Document (SPD)

Conformity with the National Planning Policy Framework 2019
The National Planning Policy Framework (NPPF), which sets out the Government’s national planning policies, was revised in February 2019. Local Plans should be in general conformity with the NPPF. It states that ‘existing policies should not be considered out-of-date simply because they were adopted or made prior to the publication of this Framework. Due weight should be given to them, according to their degree of consistency with this Framework (the closer the policies in the plan to the policies in the Framework, the greater the weight that may be given)’.
The following document sets out an assessment of the conformity of the policies within the Development Plan Documents listed above against the revised NPPF. Where any issues have been identified, these have been explained in our Consistency of the Hinckley and Bosworth Local Plan with the National Planning Policy Framework (2019) and Planning Policy for Traveller Sites (2015):
Other key documents
The Authority Monitoring Report (AMR) is produced by the council. It contains information on the implementation of the Local Development Scheme (LDS) and the extent to which the policies set out in the adopted local plan 2001 and the Local Plan 2006 to 2026 documents are being achieved.
The Statement of Community Involvement (SCI) sets out the standards to which the local planning authority will engage and consult the public and other stakeholders during the production of the Local Development Framework (LDF) and when dealing with planning applications. The SCI has also been reviewed for the preparation of the Local Plan Review 2016 to 2036.
Sustainability Appraisal (SA) is the process of assessing the 'sustainability' of a plan under preparation.
