What if I am unable to cope with paying my rent?
We know that some people may struggle with the responsibility of financial budgeting and there may be exceptional circumstances where we can pay your landlord directly. We have the discretion to make payments to your landlord where we consider you are likely to have difficulty managing your financial affairs. Each council has a safeguard policy to take into account groups who are in these circumstances. Hinckley & Bosworth Borough Council in partnership with other Leicestershire councils have decided a safeguard policy.

To make a decision whether to pay housing benefit to your landlord, we will need further information as to why you cannot manage your own financial affairs. We will ask you to complete our request for housing benefit to be paid to the landlord in exceptional circumstances form, this is also known as our vulnerability form. When you apply, we will also need you to tell us why you want us to pay your landlord and provide evidence of this when you submit your application form.
How to apply
When you apply we will ask you to tell us:
- Your benefits claim reference number
- Your name, address, contact details
- The reason for your request (we will ask for evidence to support your request, you can upload this evidence in the online form)
