New noise abatement notice on Mallory Park circuit

Background

In 2014, we issued a noise abatement notice (NAN) to the operators of the Mallory Park Circuit, Real Motorsports Ltd (RML), which restricted noise nuisance from the circuit. The purpose of the notice was to control the frequency of events and level of noise nuisance, not to prevent noise. 
 
We have been working with a noise consultant since 2022 to generate an up-to-date noise model that gives us a full understanding of how the noise from the track at Mallory Park travels through your village. The noise model has identified that changing the monitoring location from Stapleton Lane to trackside would limit any monitoring uncertainty associated with weather interference and noise not generated by the track.

Proposal

We are now preparing to serve a revised noise abatement notice on RML to replace the 2014 notice. 

Summary of changes

The proposed notice will require RML to undertake trackside monitoring at Mallory Park Circuit, with the results being reviewed by our Environmental Protection team. The results are shared directly by RML with our team. RML are unable to amend the recorded noise level. As the noise monitoring equipment will be closer to the track (noise source) than when located on Stapleton Lane, the proposed noise levels contained in the proposed notice will be much higher than in the 2014 notice. We’ve worked with the noise consultant and used the noise model to make sure the noise levels in the proposed notice are equivalent to those in the 2014 notice.
 
One further change we have made to the 2014 notice is to remove the clause that allowed variation. You may be aware that this change is required following a recent court decision. The changes that were made to the 2014 notice in 2022 have been incorporated into the proposed notice.
