Pre-application fees overview

A proposed schedule of pre-application charges is set out below. The proposed categories reflect the scale of development and estimated costs for processing such pre-application queries. These are in addition to the normal planning application fees.

Major development:

  • Major strategic developments where a planning performance agreement is required: to be negotiated on a case by case basis
  • Large residential, retail, leisure or employment sites, 100 plus dwellings or 9,999 plus m2 floor space (planning performance agreement): £6273
  • Additional meeting and/or advice note £1060
  • 50 to 99 dwellings or 5,000 to 9,999 m2 floor space: £4233
  • Additional meeting and/or advice note £591
  • 10 to 49 dwellings or 1,000 to 4,999 m2 floor space: £2703
  • Additional meeting and/or advice note £591

Minor/other development:

  • Five to nine dwellings or 500 to 999 m2 floor space: £1183
  • Additional meeting and/or advice note: £143
  • One to four dwellings, agricultural, change of use or other minor development proposals: £449
  • Additional meeting and/or advice note: £143

Householder development:

  • Householder extensions or outbuildings: £101

Commercial pre-application advice

  • Price on application

Viability review:

  • If a case is being made that a scheme is not viable when taking into account infrastructure contributions, an additional fee is payable to review this information. The fee is available on request.

Exemptions from charges include:

  • Where the enquiry is made by a local authority
  • Where the enquiry is made by a parish, town council or neighbourhood forum
  • Where the proposal is for extensions/alterations for the direct benefit of a disabled person/s (similarly there would be no fee incurred in making a subsequent planning application)
  • Works in respect of tree preservation orders
  • Works to a listed building or in a conservation area, where no planning application fee would be required
  • Advice about how to submit a planning application or a fee enquiry
  • Any other pre-application discussion which the Head of Planning and Development considers is in the council’s or public interest to exempt it from a charge
