About the consultation
What was it all about?
Between Wednesday 9 February and Wednesday 23 March 2022, we asked for your views on the draft submission Local Plan, which is the next stage in the process for preparing a new local plan for our borough.
The Local Plan is the key planning document for the borough and sets out the vision and objectives for the future form, scale and quality of development in the borough up to 2039. The draft submission Local Plan:
- Identified land and areas for development for a broad range of uses
- Identified areas that should be conserved or enhanced and where future development should be carefully managed
- Set clear policies that guide decisions on planning applications; and
- Indicated how the Plan will be delivered, including infrastructure, and how progress will be monitored
The draft submission Local Plan also set out a framework for the future development of the area, addressing needs and opportunities in relation to housing, the economy, community facilities and infrastructure – as well as a basis for conserving and enhancing the natural and historic environment, mitigating and adapting to climate change, and achieving well designed places.

How we involved you
We made the document and supporting evidence available online, as well as hard copies located at the Hinckley Hub, Desford Library, Earl Shilton Library, Market Bosworth Library and Markfield Library. Hard copies were also available to be sent directly to individuals or organisations on a request basis.
Officers attended the Rural Conference hosted at Twycross Zoo, on Thursday 3 March 2022. All rural parishes received an invitation to attend. The Planning Policy Manager provided a short presentation giving an update on the plan, and we had a stall at lunchtime if attendees had any further questions or wanted to chat to an officer.
A regular communication strategy was arranged to publicise and get people talking about the emerging Local Plan, including a schedule of social media posts on Facebook and LinkedIn, a press release issued on 10 February 2022, and an article in the spring edition of the Borough Bulletin.
We provided all parish councils with posters which contained the consultation details, intended to be displayed on public notice boards, parish council office windows, or wherever they thought was most appropriate.
Notification and an invitation to comment was also sent directly to all individuals and organisations on the council’s Local Plan database, via their preferred contact method of email or post.
The Planning Policy Team also hosted two virtual events hosted on Microsoft Teams, details of which are below:
- Date: 17 February 2022, time: 1:30pm – 3pm
- Date: 22 February 2022, time: 6pm – 7:30pm
If you were not able to attend one of the above dates, you could not access Microsoft Teams or you preferred an individual one-on-one discussion with an officer, slots were made available on request.
Results and next steps
At this stage, the consultation was based on the ‘soundness’ of the plan rather than on alternative options. Following this consultation, we have since considered all the comments that have been made on the draft submission plan.
Any major modifications since this draft version of the emerging Local Plan will be subject to further rounds of consultations prior to Submission to the Secretary of State for Examination. Further consultation will be prepared in accordance with the latest Local Development Scheme (LDS) published by the council.

In accordance with the above LDS, a revised Regulation 18 draft plan will be prepared for further public consultation in June/July 2024.
