Pre-submission consultation
Following the consultation in 2017, the Borough Council formally designated the Barlestone Neighbourhood Area for the purpose of producing a neighbourhood development plan.
Public consultation on a pre-submission draft of the Neighbourhood Development Plan ran from 17 October 2020 until 27 February 2021. The draft plan and supporting evidence can be found on the Barlestone Parish Council website (barlestoneparishcouncil.gov.uk)

Strategic environmental assessment screening determination
The purpose of a screening statement is to set out a screening opinion in relation to whether a strategic environmental assessment (SEA) process is required to accompany the development of a neighbourhood plan. The screening statement is to be provided to the statutory consultation bodies for SEA for their opinion. The Borough Council has issued an SEA screening opinion report and determination in relation to the draft Barlestone Neighbourhood Plan. The screening determination is that a strategic environmental assessment and habitat regulations assessment of the Barlestone Neighbourhood Plan is not required due to there being no adverse comments from the statutory consultation bodies and for the reasons set out in the Barlestone strategic environmental assessment screening statement:

Area designation
In March 2017, Barlestone Parish Council submitted an application to designate a neighbourhood area in order to prepare a neighbourhood development plan to cover the whole area of Barlestone Parish. A six-week public consultation on whether this was an appropriate area to designate for the purpose of undertaking a neighbourhood development plan ended on 2 May 2017. Submitted information below:

Application area and statement
The application area shown on the accompanying map is the Barlestone Parish boundary and is the area to which this application relates.
Barlestone Parish Council operates within the confines of the Barlestone Parish boundaries shown on the accompanying map.
The area is considered as being appropriate to be designated as ‘The Barlestone Parish Neighbourhood Area’ as this is a long-established area, administered by Barlestone Parish Council, a long established, democratically elected body, representing the entire local community. There is one major settlement, the village of Barlestone.
Planned expansion of the village is the likeliest way to meet housing requirements for the parish, and the impact of growth needs to be planned in relation to the need to preserve the heritage of the existing village, the surrounding countryside and also to ensure that any amenities/benefits arising from development are accessible to all the residents of the proposed plan area.
Qualifying body statement
Barlestone Parish Council, the organisation applying for designated area status for the purpose of developing a neighbourhood plan for the area of Barlestone Parish, is adjudged to be a ‘relevant/qualifying body’ (specified in Section 61G of the 1990 Act) in making an application for the area delineated by the parish boundaries of Barlestone.
